Ireland have announced an ambitious plan to ascend to Full Member status within the ICC. The Irish will seek to become the ICC's eleventh Full Member nation, and the first to rise from the Associate ranks since Bangladesh in 2000.
Warren Deutrom, Cricket Ireland's chief executive, has sent a letter to the ICC stating his board's intention to apply for Full Membership - a potential pathway to Test cricket - and to seek clarification on the process. The ICC have since informed Ireland of the council's criteria and expectations, and the matter will now be discussed at the next chief executives' meeting, scheduled for later this month.

I think the only solution is a multiple tier approach to international cricket. ICC have already started this with World Cricket Leagues 1-8 (9th soon). ICC needs to expand the idea of the league to include Test & T20I matches, make a team perform in all 3 forms of the game to be promoted. ICC WCL needs to also include Test playing nations. A lot of people state that Test Cricket should be limited to the best, and teams should PROVE they are the best. I agree, but to do this there needs to be an audition, not a political decision. A promotion & relegation system will ensure that the best teams play each other at the elite division of cricket. If Ireland are good enough to stay ranked in the top 11 then they get to play Test Cricket for a following 2-4 years. I recommend a 2-4 year competition for 6 team tiers, home & away (2-3 tests, 3-5 ODI, 1-3 T20I) with:
* A Final in each tier
* T1 Playoffs (5th&8th)
* T2 Playoffs (11th & Assoc 2nd)
* Prom's (7th & Assoc 1st) & Releg's (6th & 12th)
